Yes, at any time from the billing page. The service runs to the end of the month you have paid for and no further charge is made. Your data stays available for export for thirty days afterwards.
The account becomes read-only 7 days after the due date and is suspended after 21. Everyone can still read the record while it is read-only, and paying the invoice reopens it.
Every person with their own log-in is a user, whatever their role. A user you disable is not billed. Roles control what each person sees, so a site agent can log events without seeing prices or claims.
